Course Name: Introduction to Law on Electricity

Course abstract

The overarching reform in the Electricity sector culminated into the enactment of a new law in the year 2003. After repealing related laws, the Electricity Act, 2003 ushered a new era of reform in the sector by opening up the market for the private players and creating an autonomous regulatory body which has been entrusted with the responsibility to promote the sector and bring in efficiency by furthering the interest of the consumer. It has also established a specialized tribunal to adjudicate the disputes related to the electricity sector. The law introduced multi-buyer model in place of single-buyer model to increase competitiveness amongst the stakeholders. Beside the discussion on the above mentioned areas, the course will highlight the issues of renewables and related provisions in the law.

Prof. Uday Shankar

Dr. Uday Shankar is Associate Professor at Rajiv Gandhi School of Intellectual Property Law, Indian Institute of Technology Kharagpur. He has been teaching and researching in law for more than 16 years. He has served as guest professor under Magdalene Schoch Fellowship awarded by the Faculty of Law, University of Hamburg in the year 2016 and recipient of the prestigious fellowship from the Max-Planck Institute of Comparative Public Law and International Law, Heidelberg in the year 2008. He has participated in Law Teaching and Legal Research Programme at Cardiff University, UK. He is a Member of International Association of Constitutional Law. He is a Life Member of Indian Law Institute, Delhi. He is also Member of the International Society of Public Law. He has carried out research projects on the area of Public Law, Energy Law and Transport Law for different government agencies and international organisations. He has completed his Graduation, Post-Graduation and Doctoral Degree in Law from Faculty of Law, University of Delhi. His academic writings are published in journals and books. He sits on the editorial boards of journals published by the National Law Universities/Law Colleges. He has successfully completed Global Initiatives of Academic Networks (GIAN) course on Law and Policy on Renewable Energy. He Has also contributed in drafting Solar Policy for the State of Tripura.
